Health Declaration Certificate, Now Available on the UnionPay App, Facilitates Entry into China’s Mainland

UnionPay International (UPI) announced today that under the guidance of China’s Ministry of Foreign Affairs the Health Declaration Certificate (HDC) has been enabled on the UnionPay App. Passengers on international flights to the Chinese mainland can seamlessly pass the border control by presenting the green code on the app.
At present, Chinese and non-Chinese air passengers are required to have their HDC checked before entering the country. In order to optimize the passenger experience, UPI takes advantages of the UnionPay App by enabling online application for the HDC. International students and overseas Chinese who have plans to return to China can receive the code after obtaining the negative results of nucleic acid and IgM antibody tests, filling in personal information and uploading relevant documents on the UnionPay App. Hong Kong and Macao residents can complete the application on the local versions of the app.
Since the COVID-19 outbreak, 30 services related to health codes have been enabled in the UnionPay App for Shanghai, Zhejiang, Jiangsu, Hunan, Liaoning among others, covering 30 provinces and municipalities and more than 2,400 cities across China. The Macao Health Code has also been quickly launched on the UnionPay App as the city reopens to mainland travelers. Mainland and Macao residents can apply for the code online to easily complete health checks in daily life and at border control.
UnionPay has stepped up efforts to facilitate contactless payment in the challenging times. UnionPay App users can make QR payments at over 30 million merchants in 45 countries and regions. The number of QR code merchants outside the Chinese mainland has more than tripled the pre-pandemic figure. Services such as utility payment, COVID-19 testing appointments, and cross-border tax payment have been successively launched on the Hong Kong and Macao versions of the UnionPay App to help consumer pay from home.
Going forward, UPI will roll out the UnionPay online payment services on the China Consular Affairs app to meet the payment needs of Chinese citizens abroad when applying for passports, travel documents and other certificates.
